Home Information Packs "HIPS" are to be launched on 1 June 2007.
From that date all homeowners in England and Wales will need to
prepare a HIP before putting their home up for sale.
The pack will have to contain:
- a sale statement (summarising the main terms of the sale);
- evidence of title (key legal documents);
- standard searches (such as local authority and water/drainage
searches);
- energy performance certificate (setting out an objective energy
rating for a particular property - produced by an domestic energy
assessor);
- commonhold or leasehold information (where appropriate e.g. copy
lease and service charge/insurance information);
- new homes warranty (where appropriate e.g. Zurich or NHBC
certification).
Until 18 July 2006, the HIP was also to include a compulsory Home
Condition Report (similar to a survey). However, the Government then
announced that HIPS will instead be introduced via a phased rollout so
that the Energy Certificate is compulsory but with the remainder of
the Home Condition Report being a voluntary item at this stage.
At Croftons we are busy gearing up for the launch date. In
particular, we are working in conjunction with our IT and software
partners to ensure that we can deliver HIPs to our clients and estate
agency contacts as efficiently as possible, thus minimising any delay
in getting properties "to market". Our IT capability will allow
clients and authorised third parties to view progress online via a
password protected portal, making the HIP process transparent and
accessible, 24/7.
